I agree that adding outer regions that alliances WOULD NOT fight over is probably not going to work, but if CCP adds outer regions that alliances COULD NOT fight over is probably going to work...
Some sketchy ideas for special outer regions, non-claimable, anchoring disabled, hostile environment, GAMBLING elements. I believe the first two ideas could be implemented with the existing game engine.
1. Ancient Stargates
Outer systems containing Jump gates looking & working like the ones in Stargate (The Movie). No activation - just going through the gate and you end up in a random location or it does not work at all. No means to predict and/or control the destination - random chance to end up in a very lucrative complex / maze or in the middle of a sun. No guarantees for way out. The way out could be a wormhole, another ancient gate or self-distruct (you loose all the SPs gained since the last JC snapshot).
This could be kind of solo gambling experience with extremely high risk, but potential extremely high rewards. That's how legends are born...Many pilots try, very, very few succeed.
2. Natural Phenomena (Systems with gas clouds / damage dealing anomalies)
Dangerous and hostile environment like in some PVE missions, but permanent. Cloaked w-space class NPCs guarding hidden acceleration gates, which could be scanned only from a very short distance. Special skills and/or ships and/or modules. If you find the gate, you could get very lucrative awards. If you don't find the gate quick enough, you would be killed either by the NPCs or by the environment and you lose your expensive ship & fit. No SP loss here.
3. Black Holes
You get sucked by the gravity field, but on your way to the gravity center you could kill some unique NPCs and collect some very lucrative loot. It could be a time race - you & your navigational skills vs. the gravity, of course while doing other things trying to collect the rewards. The only chance to escape is to jump in the last remaining seconds, presumably you are flying a jump drive equipped ship and there is a cyno waiting for you.
